And while he did voice disapproval of the Libyan intervention when he was Prime Minister .... Putin likens U.N. And while there have been disagreements in the past few years between Russia and the West, it is the Ukraine crisis that has completely wrecked relations. For it to return to some form of normalcy .... the war in Ukraine must end and a political settlement reached that respects all sides. But at this moment in time .... no one is talking.
