From The L.A. Times:
At a meeting of the IAEA, Obama's envoy says U.S. seeks to make 'dramatic reductions' in U.S. and Russian weapons stockpiles and ban the production of new nuclear weapons material.

Outlining a new American approach toward arms control, envoy Gregory Schulte noted the new administration's "readiness for direct engagement with Tehran" to persuade its leadership to not pursue sensitive nuclear technology.

My Comment: The U.S. Government may be asserting a "readiness for direct engagement with Tehran", but the Iranians will not. The Iranian mullahs have been ruling Iran for the past 30 years. During this period of time, little if any change has been noticed in their foreign policy.
I have lost count on how many attempts have been done to engage the Iranians in meaningful discussions .... and nothing has happened. What has happened has been an increase in Iranian rhetoric against Israel, against neighboring Arab countries countries, and against U.S./allied interests in Afghanistan/Iraq.
The fact is that Iran is rapidly becoming a failed state. It's numerous ethnic and religious groups are now in open revolt against the Persian mullahs, the economy is in a shambles, and its political establishment are reacting to this opposition by implementing stricter controls and prohibitions.
Will the Iranian Government change .... not in my lifetime.
