My Comment: The Swiss have always been fickle about how they spend their money. On matters of national defense .... their altitude has always been that if war breaks out .... the men (and women) would grab their guns and head to the mountains .... conducting a costly and bloody guerrilla warfare that would last for years. This may have been a sound defense policy in the 19th and 20th century .... but in today's world .... I am not too sure.
