Breakthrough will bring Colombia closer to ending a half-century of conflict
BOGOTÁ, Colombia—President Juan Manuel Santos is making a surprise trip to Cuba on Wednesday, where he and FARC guerrilla commanders are expected to announce a breakthrough in peace talks that will bring Colombia closer to ending a half-century of conflict, people familiar with the talks said.
“Peace is near,” Mr. Santos said on his official Twitter account as a government delegation prepared to fly to Havana, where the negotiations have been held since November 2012.
In a press conference later Wednesday, the president is scheduled to reveal that his negotiators and those of the Revolutionary Armed Forces of Colombia have agreed on a framework for punishing guerrillas for rights abuses and offering compensation to victims, said Senator Roy Barreras, president of the peace commission in Colombia’s congress.
