  1. Maybe they can justify it, legitimately or with a lot of hand waving and jaw jacking.

It is hard to tell without breaking it down.

  2. This is really quite high.. especially for a foreign contract..either it's more than the design or an error in reporting.

I am trying to wrap my head around the comment. What was that? A moment of forgetfulness or trolling?

Trolling like fishing. I don't think I'll catch anything if I cast there, but let's do it and see what happens. Trolling like disinformation.

  4. Weird. I tried posting a comment hours ago, but it's not up. That keeps happening. maybe it's my browser. Anyhooo... here's my two cents again:

The 'design' contract is for "the design, completion, component and technology development and prototyping efforts for the Columbia-class" (according to the Pentagon notification).

Basically, it's not 'design' as in 'a bunch of draftsmen drawing up blueprints'. It's 'design' as in 'invent and test our next generation of nuclear missile submarine'.

That means that new technologies and new systems have to be designed, prototyped, tested, modified, and integrated into a finished platform. We're talking about actually making and testing everything that the sub needs, in order to function. And everything they make has to be got to TRL9 – from the ballistic missile tubes to the propulsive system and nuclear reactor.
