Reuters: Russia is expanding its nuclear arsenal, U.S. Defense Secretary says 

Offutt Air Force Base, Nebraska (Reuters) - Russia is expanding and modernizing its nuclear arsenal, U.S. Defense Secretary Lloyd Austin said on Friday, at a time Russian President Vladimir Putin has repeatedly suggested he could use nuclear weapons to protect Russia. 

"Russia is also modernizing and expanding its nuclear arsenal," Austin said at a ceremony for the incoming commander of U.S. Strategic Command, which oversees the United States' nuclear arsenal.

  4. The implication is that the US needs to increase its own arsenal. Of course in real life only 12% of the russian arsenal used is enough to end western countries as viable entities. Even if the US counterstrike is 5 times bigger it would make little difference. Overkill is achieved at very low levels. But planners have to assume in war that the other guy is gonna keep on fighting until at least 99% of everything it has is gone. Even if in fact only a 10% wipeout is functionally nation ending. For any nation no matter the size. That's it 10% is de facto equivalent to 90% in nuke wars.
