BAGHDAD – Sunni security volunteers who turned against al-Qaida complained Saturday the Iraqi government has not paid them in months, with some threatening to quit a movement widely credited with helping turn the tide against insurgents.
The issue of how to deal with the groups, whose ranks include former insurgents, is a test of the Shiite-led government's ability to win the loyalty of disaffected Sunnis — an essential step in forging a lasting peace in Iraq.

My Comment: The Kurds also have the same complaints against the Central Government in Baghdad. These are not isolated cases .... but systemic across the board. It appears that payback and revenge are the motivations in play right here, even though the bureaucracy is being blamed for this rise in tensions.
This has to be rectified ASAP. The last thing Iraq needs right now is a sectarian split in society .... such splits have always lead to civil war and bloodshed. The money that is involved is not that much .... which makes the entire situation even more troublesome.
