Hi, from Italy, the initial problem was the difference and contrast among government disposition and regional powers in healthcare matter. Yours need to know that, in Italy, regions have important attributions and money on public sanity, even in emergency, also the majors may intervene in local emergency. And Lombardia and Veneto regions as the town of Codogno and the province of Lodi (where epidemic is started) are leaded by The League, a far right party, the biggest today in Italy, who is on the opposition to the actual government 5 Stars Movement-PD.
The political conflict reflect in an initial lower coordination on healthcare controls.

The other problem was a 38 year old moron without civic sense that spread the virus for days, without informing he has encountered a friend come from China.

But the problem of lower civic sense is a common problem in our country, and, yes, politicians try to damage each others even in a national emergency. Showing, for me, who really are those racist asshole of The League.
And how much is fundamental a good national healthcare system, because private doing nothing against the epidemic.
