U.S. National Security Agencies Paint A Grim Picture Of Growing International Terror Groups And Operations After The Fall Of Afghanistan

FOX News: Afghanistan mess: Biden’s national security agencies cite growing problems 15 months after withdrawal

The group responsible for the death of 13 American service members is now operating outside Afghanistan

The leaders of President Biden’s top national security agencies testified that the Taliban’s takeover of Afghanistan after U.S. troop withdrawal last August has contributed to violence and poor humanitarian conditions, and poses a possible national security threat to the United States.

Leaders from the FBI, Department of Homeland Security and the Office of the Director of National Intelligence (ODNI) gave that assessment to the House Homeland Security Committee Tuesday, close to 15 months after the U.S. haphazardly left Afghanistan after 20 years and allowed the Taliban to take over.

Christine Abizaid, director of ODNI’s National Counterterrorism Center, told the committee that violent extremism continues to pose a threat to the West and is contributing to "worsening humanitarian conditions in regions like Afghanistan, Somalia and Yemen."

Will Terror Threats Increase Under Afghanistan’s Newly Appointed Taliban Government?

CNBC: Terrorism will increase under Afghanistan’s newly appointed Taliban government, experts warn

* The Taliban in Afghanistan have named a new interim government led by hardliners that includes no women, minorities or opposition members.

* In a controversial appointment, Sirajuddin Haqqani has become Afghanistan’s interior minister, in charge of police and security.

* Haqqani is on the FBI’s most wanted list and is a designated global terrorist as leader of the Haqqani network, known to have links to al-Qaeda.

The Taliban in Afghanistan have named a new interim government led by hardliners as the group pledges to implement a strict Islamic rule over the country of roughly 40 million.

The new cabinet of the freshly restored Islamic Emirate of Afghanistan contains no women and no positions for opposition members or ethnic or religious minorities.

Few in the international community foresaw the speed with which the militant Islamist group would take over Afghanistan, making a series of stunning territorial gains in July and August as the U.S. withdrew its troops to end its 20-year war in the country.

2015 Paris Terror Attack Trials Begins

France 24: Marathon trial begins over November 2015 Paris jihadist attacks

The biggest trial in modern French history opens on Wednesday, with 20 suspects charged in the November 2015 Paris attacks in which 130 people were killed and hundreds more injured, with an expected nine months of hearings set to reopen still raw wounds.

The suicide bombing and gun assault by three teams of jihadists on bars, restaurants, le Stade de France and the Bataclan music venue – planned in Syria and later claimed by the Islamic State group – was the worst postwar atrocity on French territory.

The only surviving attacker, Salah Abdeslam, arrived to stand in the dock with 13 other defendants at a purpose-built facility in central Paris. Six others are being tried in absentia.

Twelve of the 20 people on trial, including Abdeslam, face life sentences if convicted.

Deaths From Terrorist Acts Rose 17% Globally In 2020

Janes
: Deadly threats persist: deaths from terrorist activity up 20%, says Janes

2020 full-year terrorism figures from Janes highlight 2,543 more deaths in 2020 from terrorist activity than in 2019 – despite operational activity slowing down.

LONDON (9 March) – Data from the 2020 Global Attack Index by Janes, spanning the entirety of 2020, demonstrates a total of 17,122 non-militant deaths in 2020 resulting from attacks by non-state armed groups (NSAG), a 17.4% increase from 2019. Despite this, information from the trusted global agency for open-source defence intelligence recorded a 3.7% decrease in attacks – with 13,310 attacks by NSAG recorded from open-sources.

“The overall downturn in attacks can be largely attributed to the July ceasefire in Ukraine’s Donbass region, which resulted in attacks dropping by one-third in the high-tempo separatist conflict,” said Matthew Henman, head of Terrorism and Insurgency at Janes. “This decrease masked major shifts in violence in Afghanistan and key conflict zones in sub-Saharan Africa, though, where attacks and resultant fatalities rose dramatically.”

Washington Examiner: Ignominious distinction: Taliban surpasses ISIS as 'world’s deadliest' nonstate armed group

A new analysis from Jane’s Terrorism and Insurgency Centre says the Afghanistan-based Taliban has surpassed the Islamic State to become the world’s deadliest nonstate armed group.

The group reported that while terrorist attacks decreased 10% to 14,009 in 2019, the lowest level since 2011, Taliban attacks increased by almost 90%, resulting in a 60% increase in deaths.

The data shows that the Taliban accounted for more deaths than the next nine deadliest groups combined.

Is Global Terrorism In Decline?

Reuters

USA Today: Global terrorism is in decline. For victims, it doesn't feel like it

LONDON – Moments after Christine Delcros was hit by a van that mounted a sidewalk during the London Bridge terror attack, she thought to herself: "That's how one dies."

Delcros, 46, was seriously injured in the 2017 vehicle assault that, along with a stabbing rampage, killed eight people. Her fiance wasn't as lucky. Xavier Thomas' body was later found in the River Thames, where it was knocked by the terrorists' speeding van.

"Where is Xavier?" Delcros, who is French, asked a passerby who was cradling her head as she regained consciousness, according to emotional testimony she gave recently to a British inquest court. A day before the incident, Delcros had a premonition: "Just as we reached the bridge I told (Thomas) we shouldn't go there. He replied: 'Why are you saying this to me now?' I told him: 'I do not know ... I can feel it.'

U.S. State Department Says Worldwide Terrorist Attacks Decreased By 23 Percent In 2017

CNN: US says worldwide terrorism deaths decreased 27% last year

The number of deaths and attacks attributed to terrorism significantly decreased in 2017 according to a new report by the State Department's Bureau of Counterterrorism and Countering Violent Extremism.

"The total number of terrorist attacks worldwide in 2017 decreased by 23%" compared to 2016, the Department's Coordinator for Counterterrorism, Nathan Sales, told reporters Wednesday.

"The total deaths due to terrorist attacks decreased by 27%," he added.

Sales said the "overall trend was largely due to dramatically fewer attacks and deaths in Iraq," where a US-led military coalition has helped eject ISIS from much of the country.

Global Threats Of Islamic Terrorism Continue To Spread

New York Times: ISIS May Be Waning, but Global Threats of Terrorism Continue to Spread

WASHINGTON — In Germany and France, the authorities thwarted terrorists’ plots to attack with the deadly poison ricin. In eastern Syria, the Islamic State continued its retreat under stepped-up assaults by Kurdish militia and Iraqi pilots. And extremists in Yemen, Somalia and Libya were targeted by American airstrikes.

That spate of action, over the past few weeks alone, illustrates the shifting and enduring threat from Islamic extremism around the world that will last long after the Islamic State, also known as ISIS, is defeated on the battlefield.

From the scheming of lone extremists with no apparent connections to terrorist groups, like the ricin plots, to fighters aligned with the Islamic State or Al Qaeda in more than two dozen countries, terrorist threats are as complex and diverse as ever, American and other Western intelligence officials said in interviews.

The Islamic State, in particular, is adapting to setbacks and increasingly using the tools of globalization — including Bitcoin and encrypted communications — to take their fight underground and rally adherents around the world.

Report: U.S. Has Spent $2.8 Trillion On Fighting Terrorism And Wars Since 9/11

9/11 (Pinterest)

Wall Street Journal: U.S. Has Spent $2.8 Trillion on Terrorism Fight, Study Finds

Figure includes spending on wars in Afghanistan, Iraq, Syria

WASHINGTON—The U.S. has spent as much as $2.8 trillion on the fight against terrorism since the Sept. 11, 2001, terrorist attacks, according to a study published Wednesday.

The report from the Washington-based Stimson Center think tank said the figure included spending on the wars in Afghanistan, Iraq and Syria, in addition to homeland-security efforts and overseas programs. Spending on counterterrorism reached a peak of $260 billion in 2008, accounting for more than a fifth of the government’s discretionary budget.

The report said the U.S. lacked a system for accounting for spending on counterterrorism and that loopholes have increasingly allowed billions to be spent on items that shouldn’t qualify for emergency funding.

“The Stimson study group found a variety of weaknesses in definitions, tracking, and consistencies that limit accuracy and contribute to a lack of transparency regarding the current data,” the report said. “These weaknesses make it difficult to evaluate whether CT spending has been effective.”

A Look At The Economic Losses Due To Terrorism From 2000 To 2016.

Forbes: The Global Economic Impact Of Terrorism [Infographic]

Every year, terrorist attacks make a considerable impact on the world's economy. According to the 2017 Global Terrorism Index, the impact fell by seven percent in 2016, the second year in succession that it declined. Despite the decline, costs still reached a grim $84 billion last year. Since the attacks on 9/11, economic losses from terrorism generally fluctuated before reaching $41 billion in 2007, primarily as a result of violence in Iraq. Amid the rise of ISIS, there was a further surge in losses since 2012 and they reached a peak of $104 billion in 2014.

Countries embroiled in conflict tend to suffer the highest economic impact from terrorism. Most of them are situated in the Middle East and North Africa, sub-Saharan Africa and South Asia. Last year, Iraq had the highest economic impact of terrorism as a share of GDP at 24 percent. Afghanistan was also ravaged by terrorism with losses coming to 13 percent of GDP while South Sudan had the third-highest impact at 9 percent.

World leaders have identified international terrorism as a top threat to world stability. Despite varying criteria and lists, certain terror groups consistently make headlines. Here are seven you need to know about.

1. Islamic State of Iraq and the Levant (IS or ISIL)

Also known by its Arabic acronym Daesh, the fundamentalist Sunni Islamic organization was founded in 2004. It surged to global prominence in 2014 after announcing a self-proclaimed caliphate covering large areas of Syria and Iraq. Under the leadership of Abu Bakr al-Baghdadi, IS seeks to establish a transnational empire based on Islamic law. The group is notorious for its brutal violence, which includes beheadings. It targets non-Sunni Muslims, as well as non-believers.

Washington Post: Suicide bomber in Yemen kills at least 48 soldiers, officials there say

SANAA, Yemen — A suicide bomber detonated his explosives inside a military base in the southern city of Aden on Saturday, killing at least 48 soldiers and injuring dozens more, Yemeni officials said.

It was the latest assault on forces loyal to a U.S.-backed, Saudi-led military campaign to restore Yemen’s exiled government to power.

The assault unfolded shortly after 4 p.m. as soldiers waited at the gate of the Solaban military base to collect their salaries in the port city, witnesses said. They had not been paid since September.

“A suicidal bomber sneaked in among the soldiers who were standing in line and blew himself up,” Mansour Saleh, a local journalist, said in a telephone interview. “This is not the first time this base was attacked.”

Report: Boko Haram Not The Islamic State Is The World's Deadliest Terror Group

New York Times: Boko Haram Ranked Ahead of ISIS for Deadliest Terror Group

DAKAR, Senegal — As much of the world remains focused on the Islamic State and its horrific attacks in Paris, another radical band of extremists has, by one account, captured the infamous title of the world’s deadliest terrorist group: Boko Haram.

Boko Haram, the militant group that has tortured Nigeria and its neighbors for years, was responsible for 6,664 deaths last year, more than any other terrorist group in the world, including the Islamic State, which killed 6,073 people in 2014, according to a report released Wednesday tracking terrorist attacks globally.

The death toll in Nigeria mounted on Wednesday, with a bombing in Kano State in northern Nigeria, not even a full day after Boko Haram was suspected in an explosion that killed and injured dozens in another nearby region.
