New York Times: A Dumb Decision’: U.S. Said to Waste $28 Million on Afghan Army Camouflage

The United States spent up to $28 million more than it had to on camouflage uniforms for the Afghan National Army because of the sartorial tastes of a single Afghan official, an American government watchdog said on Wednesday.

A report by the Special Inspector General for Afghanistan Reconstruction found that the Pentagon needlessly spent millions to license a proprietary camouflage pattern that replicates lush forests. Most of Afghanistan’s landscape, however, is desert, and the Defense Department owns dozens of similar patterns it could have used free, the report said.

“They picked the pattern based on a fashion preference, not by experts, but by the minister of defense,” said John F. Sopko, the special inspector general. “That was a dumb decision.”

WNU Editor: I have seen this Afghan Army camouflage pattern for years .... and I have commented before that it never made sense to me on why were these soldiers wearing a uniform that did not blend in at all with what Afghanistan looks like. To say that this was an unbelievably dumb decision is an understatement. And blaming it on an Afghan official is even dumber. The U.S. paid for these uniforms .... they knew what they were buying .... or at least they should have stopped the contract immediately when they realised what they were buying. But apparently no one wanted to do anything ....  even senior U.S. generals who saw first hand what the Afghan soldiers were wearing but choose to say nothing .... AND THIS WENT ON FOR 10 YEARS!!!!!

The Army’s $5 Billion New Uniform Already Being Replaced -- The Daily Beast

Eight years after spending $5 billion on a heavily-criticized universal camouflage pattern, the Army is back at the drawing board looking for a new design that’s estimated to cost another $4 billion.

In 2004, the Army decided to scrap the two traditional camouflage uniforms that had long been used by the military—one meant for woodland environments, another for the desert—and claimed to have come up with a universal pattern that could be worn anywhere and blend in with any environment. The $5 billion dollar experiment with the universal pattern is over as the Army is phasing out the uniform after less than a decade of use. But many soldiers and observers are wondering why it took this long and cost this much to replace an item that performed poorly from the start during a period when the money could have been spent on other critical needs, like potentially life saving improvements to military vehicles and body armor.

Less than a decade after the so-called Universal Camouflage Pattern, or UCP, was introduced the Army is back to the drawing board, set to announce a new camouflage pattern and standard uniform to be worn by the more than million members of the active duty and reserve forces.

(CNN) -- Eight years after troops in Afghanistan were outfitted with new uniforms, the Army is shopping for a different camouflage for its fatigues and equipment.

The move to a different uniform comes after soldiers, many of them redeploying to Afghanistan, began voicing their criticism in the summer of 2009 of the "universal" camouflage pattern, introduced in 2004 and meant to be used in all types of battle environments.

"They were saying that they didn't think the color selection was very effective for the terrain in Afghanistan," says Col. Bill Cole, the project manager for Soldier Protection and Individual Equipment. "Afghanistan's a really diverse country in geographical terms. There are lots of sandy desert areas, but it also has mountainous areas that you would see up in the Alps. It has green irrigated fields that look like Iowa in the summer. It's a very diverse environment and soldiers would often traverse these different areas in one patrol."

The one-size-fits-all approach of the universal pattern wasn't working.
