Pentagon Fails 6th Annual Audit In A Row

Defense News: Pentagon fails sixth audit, with number of passing grades stagnant

WASHINGTON — For the sixth year in a row, the Pentagon failed its annual audit.

The result is not a surprise. The Department of Defense’s assets are vast and decentralized, amounting to $3.8 trillion alongside $4 trillion in liabilities. These are located in all 50 states and more than 4,500 sites around the world.

Since the Pentagon began auditing itself in 2018 — the last department to do so after Congress required the practice across the government in 1990 — it’s solved some of its easiest accounting problems. Now change each year is more incremental.

If there’s change at all, that is — last year, auditors only rated seven of the nearly 30 sub-audits as clean. This year too there were seven.

President Biden To Choose The Next Pentagon Leaders This Year

Politico: Joint Chiefs shuffle: Biden’s top contenders to replace Trump’s military leaders

Besides the chair, the Pentagon could also see new leaders for the Army, Navy, Marines and possibly the Air Force this year.

Donald Trump handpicked the nation’s top military brass while he was in office. Now it’s Joe Biden’s turn.

As many as five members of the Joint Chiefs of Staff, the eight most senior uniformed leaders who advise the president on military issues, are scheduled to leave their assignments this year. Besides the Joint Chiefs chair, the heads of the Army, Navy, Marine Corps and potentially the Air Force are all set to leave. Three of the military’s top operational commanders are changing over as well: The heads of Northern Command, Space Command and Cyber Command.

The vacancies give President Biden a chance to put his stamp on the Joint Chiefs as the administration looks to take big steps to counter Chinese aggression in the Pacific, chart a new course in Europe after the Ukraine invasion and dump old weapons systems to make room for new ones.

Pentagon Struggles To Feed Its War Machine

New York Times: From Rockets to Ball Bearings, Pentagon Struggles to Feed War Machine

WASHINGTON — The Navy admiral had a blunt message for the military contractors building precision-guided missiles for his warships, submarines and planes at a moment when the United States is dispatching arms to Ukraine and preparing for the possibility of conflict with China.

“Look at me. I am not forgiving the fact you’re not delivering the ordnance we need. OK?” Adm. Daryl Caudle, who is in charge of delivering weapons to most of the Navy’s East Coast-based fleet, warned contractors during an industry gathering in January. “We’re talking about war-fighting, national security, and going against a competitor here and a potential adversary that is like nothing we’ve ever seen. And we can’t dillydally around with these deliveries.”

His open frustration reflects a problem that has become worryingly apparent as the Pentagon dispatches its own stocks of weapons to help Ukraine hold off Russia and Washington warily watches for signs that China might provoke a new conflict by invading Taiwan: The United States lacks the capacity to produce the arms that the nation and its allies need at a time of heightened superpower tensions.

No Workplace Discipline For Pentagon Official Who Tweeted Disparaging Remarks About White People

Daily Mail: Pentagon official reveals diversity officer who tweeted about white people with 'CAUdacity' will NOT be disciplined - as he is forced to read the offensive tweet out at House Armed Services Committee

* Pentagon official Gil Cisneros faced grilling on the controversy in House hearing

* DoD Education Activity diversity boss Kelisa Wing tweeted the remarks last year

* Cisneros says she was transferred for unrelated reasons, but not disciplined

A top Pentagon official has said that a diversity officer who tweeted disparaging remarks about white people will not face workplace discipline following a lengthy internal investigation.

Under Secretary of Defense for Personnel and Readiness Gil Cisneros faced tough grilling on the controversy from Republicans on the House Armed Services Committee at a hearing on Thursday.

Cisneros confirmed that DoDo employee Kelisa Wing will not be fired or otherwise sanctioned for tweets she wrote prior to taking a job as the chief diversity, equity and inclusion officer in the Department of Defense's Education Activity office (DoDEA), which oversees schooling for children of military families.

US Navy Secretary Cites (Again) That Climate Change Is The Priority For The Administration

FOX News: Navy secretary cited climate change as top priority as Biden proposes shrinking the fleet

The Biden administration proposed cutting two ships from the Navy in its 2024 budget plan

Secretary of the Navy Carlos Del Toro said he sees fighting climate change as a top priority for the Navy as the Biden administration proposes shrinking the fleet by two ships and worries grow about how the U.S. Navy stacks up to China’s.

"As the Secretary of the Navy, I can tell you that I have made climate one of my top priorities since the first day I came into office," Del Toro said March 1 in remarks at the University of the Bahamas.

Del Toro said he met with Bahamas Prime Minister Philip Davis during his visit and spoke "at length" with him about the climate crisis and focused the bulk of his remarks on climate.

Pentagon Issues New Transgender Policies for Military Personnel

Legal Insurrection: Pentagon Burdens Warfighting Commanders with New Transgender Policies for Military Personnel

New policies expand transgender procedures to the service academies, allow gender transitions while on-duty, and mandate group shower facility use by both biological sexes if certain administrative requirements are met. Oh, and military commanders are responsible to “not accommodate biases against transgender individuals”

As RealClear Defense recently reported, on December 20, 2022 the Department of Defense issued an update to DOD Instruction 1300.28, entitled “In-Service Transition for Transgender Service Members,” which “expanded woke transgender mandates in significant ways.”

The article compares the original instruction, issued in the waning days of the Obama administration in October 2016, to the current expansion, with the aide of a study and summary compiled by the Center for Military Readiness (CMR).

Significantly, the CMR study and summary explain the significance of the changes, which fall into six major areas, and which were issued “without public debate”:

Federal Workers Union Opposes Cutting Civilian Jobs At The Pentagon

Roll Call: Federal workers oppose proposed Pentagon civilian workforce cut

Republican proposal would trim defense workforce through attrition

The federal workers union came out swinging Thursday against a Republican proposal to reduce the size of the Pentagon’s civilian workforce.

The American Federation of Government Employees, in a letter to congressional and administration leaders, criticized a plan to purportedly save $25 billion in each of the next five years by not filling a portion of the civilian positions at the Defense Department that are vacated each year.

“The problem with this approach is that actual waste is not being cut while cutting the civilian workforce will hollow out the Department’s capabilities, repeating mistakes from the past,” wrote Julie N. Tippens, director of the union’s legislative department, in the letter to defense appropriators and authorizers, congressional leadership, top officials at the Pentagon and the director of the White House Office of Management and Budget.

68 Percent of Active Duty Military Believe The Pentagon Hs Become Politicized

Breitbart: Exclusive — Abortion, Equity, and Transgender: 68 Percent of Active Duty Military Believe Pentagon Is Politicized

The vast majority of U.S. active duty military members believe the Pentagon has become politicized, according to data obtained exclusively by Breitbart News.

Sixty-eight percent of active duty members say they have “witnessed a growing politicization,” while 53 percent say the military has become “too politicized.” Sixty-eight percent also say such politicization would impact their decision to encourage their children to join the military.

The data, gathered by the National Independent Panel on Military Service and Readiness (NIPMSR), show specific policy areas of concern for active duty military at a time when President Joe Biden’s Pentagon has been criticized by many for conducting social experiments in the ranks of the military, as opposed to focusing on national defense. The NIPMSR was empaneled by Heritage Foundation President Kevin Roberts.

Poll Says American Confidence In The US Military Is Dropping Due To Political Polarization

Washington Examiner: Political polarization saps confidence in US military, survey says

American confidence in the armed services has dropped sharply over the last five years, and a new study from the Ronald Reagan Presidential Foundation and Institute said political polarization in the military is a top contributing factor.

The Reagan National Defense Survey, which was released this week, found that 48% of respondents said they had a great deal of trust and confidence in the military. That's up slightly from 45% last year but a significant decrease from the 70% of people who answered that way in 2018.

Another Failed Audit At The Pentagon

Defense One: The Pentagon Failed Its Audit Again, But Says Bots Could Change That

More widespread use of data analytics and automated tools could result in a clean audit, says Pentagon finance chief.

Another year, another failed financial audit for the Pentagon. But while it could be years before it passes for the first time, the key to getting a clean audit may be contingent on increased use of analytics, bots, and automated systems, according to the Defense Department’s finance chief.

“We failed to get an ‘A’,” Mike McCord, the Pentagon’s comptroller and chief financial officer, told reporters Tuesday, announcing the results of the department’s fifth annual audit. “The process is important for us to do, and it is making us get better. It is not making us get better as fast as we want.”

The Pentagon's Modernization Plans Are Totally Out Of Sync With China Threat Estimates

Forbes: Air Force, Navy Plans Look Totally Out Of Sync With China Threat Estimates

What’s wrong with this picture?

Last week, Secretary of State Antony Blinken warned that China has accelerated its timetable for taking control of Taiwan, and the Navy’s top officer said that a military campaign to achieve that outcome could begin as early as this year.

But the Chairman of the Joint Chiefs of Staff told the Senate Armed Services Committee in April that “we are trying to modernize the force for the future operating environment—2030 and beyond.”

What’s wrong with the picture is that the Pentagon’s modernization plans are strikingly out of sync with the timeframe in which Beijing might present Washington with its biggest military challenge in decades.

The U.S. Defense Department is pushing its contractors to ensure none of their materials are being sourced from China or other U.S. adversaries, according to a Monday report.

The effort comes weeks after the Pentagon paused deliveries of new F-35 fighter jets upon discovery that a component in the craft had been manufactured using a China-sourced alloy.

The DOD is now turning to artificial intelligence to help track its globe-spanning supply chain and limit input from adversaries, The Wall Street Journal reported.

Pentagon's Diversity Officer's Racist Tweets About White People Become Public

The Pentagon announced it has launched a probe into one of its 'diversity' officers over the weekend, after it was revealed she post a series of scathing posts disparaging white people to her social media

* Fox News resurfaced the old posts, which use well-worn slang terms to mock white people include 'Karen' and 'CAUdacity' - a play on the word Caucasian

* Her account was set to private after the outlet reached out for comment

* The account, along with the longtime DoD staffer's LinkedIn profile, has since been deleted, now the official's tweets have become a topic of national concern

* Perhaps most troubling, though, is the fact that Wing oversees the education of Pentagon staffers' children - including those of active duty service members
