Much the West's chagrin, Pakistan's decision to release a captured Indian fighter pilot did surprisingly little to de-escalate tensions with India. And as deadly shelling along the heavily militarized "line of control" continues, it's becoming apparent that the most anxiety-provoking outbreak of tensions between the two nuclear-armed neighbors isn't just going to resolve itself.

And as world powers jockey to mediate the conflict, the opening of a factory in the Indian state of Uttar Pradesh where hundreds of thousands of AK-203s will be produced might portend an important development in the conflict: As Washington urges New Delhi to embrace a more peaceful tact, and other Western powers (like the UK) have tried to pressure Pakistan, Moscow is aligning itself closer to India.

Russia-India Arms Deal Backed By Historic Ties -- BBC News

Russian President Dmitry Medvedev has signed a contract for the joint development of a new fighter aircraft during a visit to India. The deal could eventually be worth $30bn (£19.4bn) to Russia.

President Medvedev met Indian Prime Minister Manmohan Singh in Delhi, where they agreed on the joint development of a so-called joint fifth-generation fighter plane.

India and Russia were allies during the Cold War, and Delhi has traditionally bought many of its arms from Moscow.

China, India, Russia Begin Trilateral Talks -- Times Of India

BEIJING: China was dealing with leaders from four Asian countries, including foreign minister S M Krishna, at the same time on Sunday. Beijing's multi-level and simultaneous engagement and efforts to enlarge its influence in Asia is bound to impact the India-China talks.

Krishna, Chinese foreign minister Yang Jiechi and their Russian counterpart, Sergei Lavrov began trilateral talks in the central Chinese city of Wuhan on Sunday. Chinese vice-president Xi Jinping landed in Singapore on Sunday to talk with Prime Minister Lee Hsien Loong. This was preceded by a meeting between the country's president Hu Jintao and Japanese prime minister Naoto Kan on Saturday.

India, Russia To Sign Pact On Fighter Jets -- Wall Street Journal

NEW DELHI -- India will sign an agreement soon with Russia to acquire 250-300 fifth-generation stealth fighter jets that will be developed and manufactured jointly by the two countries, Indian Defense Minister A.K. Antony said Thursday.

The fighter jets will be produced by state-run Hindustan Aeronautics Ltd. in collaboration with Russia's Sukhoi Company, Antony said at a joint news conference with Russian counterpart Anatoly Serdyukov.

The deal value hasn't been finalized, Mr. Antony said. "But one thing is clear that all the roadblocks are over. Between India and Russia all issues are resolved."

Russia Remains Loyal To India. Will Not Form Any Military Arrangement With Pakistan

Russia Against Developing Military Ties With Pakistan -- RIA Novosti

Russia is not developing military cooperation with Pakistan, Prime Minister Vladimir Putin said Friday.

"I would like to stress that Russia is not maintaining military cooperation with Pakistan as it takes into account the concerns of [our] Indian partners," Putin said after a meeting with Indian Prime Minister Manmohan Singh.

In the 1990s, Pakistan was the chief purchaser of T-80UD tanks produced by Ukraine.

My Comment: What a difference between U.S. policy in the region, and Russian policy in the region. The US gives billions in military aid to Pakistan, alienating India .... in response India gives billions to Russia, purchasing their weapon systems and other products.

The Pakistan Government responds not only with contempt to US policy, but is active in playing a double game with extremist Taliban and Al Qaeda cells in Afghanistan that are targeting US troops. The Indian Government embraces Russian friendship, and makes a commitment for stronger and better ties in the future.

From where I am standing .... I would have to say that the US is getting the short end of this stick.

India Embraces Russia Arms -- L.A. Times

New Delhi signs five deals, buying fighter jets, an aircraft carrier and nuclear reactors.

India signed five deals Friday to purchase more than $7 billion in hardware and expertise from Russia, including an aircraft carrier, a fleet of MIG-29 fighters, defense and space technology and at least 12 civilian nuclear reactors.

On the minds of both parties, analysts said, was a nation not present at the signing. "China will be the ghost in the room," wrote analyst C. Raja Mohan in an opinion piece this week in the Indian Express.

President Dmitry Medvedev India Visit To Focus On Defense Ties

December 5, 2008: President Dmitry Medvedev arrived in New Delhi on Thursday for a three-day visit that is expected to see Russia lease nuclear-powered submarines to India as part of deepening defense ties.

Medvedev, talking to Indian television before the visit to India, also said Moscow stood ready to help with the investigation of militant attacks in Mumbai that killed 171 people and with broader questions on fighting terrorism.

"We are prepared for cooperation on all fronts with the aim of preventing such terrorist attacks, in the investigation of the recent terrorist attack and the creation of a global defense system against terrorism in the world," Medvedev said.He spoke of deepening defense industry ties, which reached their high during the Soviet era.

My Comment: The timing is perfect to talk about security and anti-terrorism .... one week after the Mumbai terror attack.
