Over the pass few decades, the funding requirements for US Navy warships have alternated between so-called ”unions” in the sea service; specifically the aviation, surface, and submarines commands. For the most part, this funding has coincided with the principle naval threats the government felt we were facing for a particular period. Sadly, the particular command so “blessed” often has a difficult time letting go, and soon settles into a period of over-funding while new threats mount.
