Best time to attack would be the 24th. Wash9ington does its data dumps and the MSM will oblige by ignoring it or burying it un the back pages. People will take w or 3 week vacations straddling Christmas to New years. Some might have to fly back from Central America, the Caribbean, Europe or the western states. Within 2 or 4 weeks afterwards, a gas shutoff would have maximum damage with the cold temperatures. You don't have to bomb a city into smithereens to destroy the housing stock. On the bright side people will stop illegally entering Wester Europe. Britain might sink however under their weight. Or flip over.
