In recent days, Biden has sought to build support from grass-roots activists and is specifically asking donors for their help in the lead-up to an announcement, according to sources.

Former U.S. Vice President Joe Biden Regrets Not Running For The Presidency
The Hill: Biden: I regret not being president
Former Vice President Joe Biden late Friday night voiced regret about his decision not to run for president, predicting if he had secured the Democratic nomination he could have won against Donald Trump.
"I had planned on running for president and although it would have been a very difficult primary, I think I could have won," he said. "I don't know, maybe not. But I thought I could have won."
"I had a lot of data and I was fairly confident that if I were the Democratic Party's nominee, I had a better than even chance of being president," Biden continued.
Biden explained that he didn't regret the time he was able to spend with his son Beau Biden, who later died after battling cancer.
“But do I regret not being president? Yes,” Biden said. "I was the best qualified."

U.S. Vice President Biden: 'Liberal International World Order' Is At Risk Of Collapse
Time: Joe Biden Is Warning About the Collapse of the ‘World Order’ as He Says Goodbye
"This is a moment to lead boldly"
Vice President Joe Biden warned Wednesday that the “liberal international world order” is at risk of collapse, using his final speech to global leaders to frame the stakes on the world stage as President-elect Donald Trump prepares to take office.
Biden urged leaders in Europe and the U.S. to defend democracies against dangers that he said include Russian President Vladimir Putin. Biden, in remarks at the World Economic Forum in Davos, Switzerland reported by CNBC, said Putin “has a different vision of the future,” and he accused the Russian leader of trying to “roll back decades of progress.”

U.S. Vice President Biden Gives His Analysis On Why Hillary Clinton Lost The U.S. Presidential Election
L.A. Times: As Democrats ponder their future, Joe Biden makes a plea for a focus on the middle class
Over a career in elected public office lasting more than 46 years, Joseph Robinette Biden Jr. has seen campaigns from the rudimentary, family-run effort that first launched him unexpectedly to the U.S. Senate as a 29-year-old to the sophisticated, data-driven juggernaut that helped elect him and Barack Obama twice to the nation’s highest offices.
But rarely has he trusted anything as much as his own gut instinct, attuned to the middle- and working-class sensibilities of his former neighbors in towns like Scranton, Pa., and Claymont, Del.

The Hill: Biden: Obama, Pelosi, Schumer are the future leaders of Democratic Party
President Obama, House Minority Leader Nancy Pelosi (D-Calif.), incoming Senate Minority Leader Chuck Schumer (D-N.Y.) and Joe Biden are the future leaders of the Democratic Party, the vice president said Sunday.
Biden acknowledged that the Democrats have had a hard time finding a direction after Hillary Clinton lost last month's president election to Donald Trump.
“Well, like after every presidential election where the party loses, there is no single leader," Biden said on CNN's "State of the Union."
"There are voices that hopefully will be heard."

U.S. Vice President Biden: ‘I Would Have Been The Best President’
ABC News: Joe Biden: ‘I Would Have Been The Best President’
Vice President Joe Biden says he “would have been the best president” if he had mounted a successful campaign in the 2016 election, but that forgoing the race was the right decision for his family.
Speaking with “Good Morning America” co-anchor Robin Roberts in an exclusive interview that aired today, Biden said he had planned to run but changed course only after his eldest son Beau died last May.
“No one should ever seek the presidency unless they're able to devote their whole heart and soul and passion into just doing that,” he said. “And, Beau was my soul. I just wasn't ready to be able to do that. But, so, my one regret is my Beau's not here. I don't have any other regrets.”

Vice President Biden: U.S. Feels 'Overwhelming Frustration' With Israeli Government
Reuters: U.S. feels 'overwhelming frustration' with Israeli government - Biden
U.S. Vice President Joe Biden on Monday acknowledged "overwhelming frustration" with the Israeli government and said the systemic expansion of Jewish settlements was moving Israel toward a dangerous "one-state reality" and in the wrong direction.
Addressing the J Street lobby group in Washington, Biden said despite disagreements with Israel over settlements or the Iran nuclear deal, the United States had an obligation to push Israel toward a two-state solution to end the conflict between Israelis and Palestinians.
"We have an overwhelming obligation, notwithstanding our sometimes overwhelming frustration with the Israeli government, to push them as hard as we can toward what they know in their gut is the only ultimate solution, a two-state solution, while at the same time be an absolute guarantor of their security," Biden said.

Voice of America: Biden Vows US Will ‘Squeeze the Heart' Out of IS
U.S. Vice President Joe Biden kicked off a five-day trip to the Middle East Monday, vowing that the United States would "squeeze the heart" out of Islamic State and destroy it.
Biden visited U.S. airmen stationed at the Al-Dhafra Air Base near the United Arab Emirates capital of Abu Dhabi, as drones taxied down the runway.
He dismissed Islamic State insurgents as "criminals and cowards." Biden, using an Arabic name for Islamic State, told the airmen, "We have to squeeze the heart of Daesh in Iraq and Syria so they can't continue to pump their poison in the region and around the world."

U.S. Vice President Biden: 'I Regret Not Running For President Every Day'
The Hill: Biden regrets not running for president 'every day'
Vice President Biden said Wednesday he regrets not running for president in 2016, but stressed it was ultimately the right call.
“I regret it every day but it was the right decision for my family and for me and I plan on staying deeply involved,” he said in an interview with Hartford, Conn., NBC affiliate WVIT.
It’s one of the first times Biden has publicly conveyed remorse about not jumping into the race to succeed President Obama.
Biden agonized over the decision for months during the late summer and early fall following the death of his son, Beau, from brain cancer.
But after road testing his campaign message and holding dozens of meetings with advisers and family members, he chose not to run, saying it was too late to mount a viable campaign.

Biden Issues Second Apology, To United Arab Emirates, Over Comments -- Washington Post
SANLIURFA, Turkey — Vice President Biden apologized on Sunday for the second time in two days, in this instance to the United Arab Emirates, for comments he made suggesting that the United States’ Arab allies armed and funded terrorists in Syria.
The furor over the comments, made during a foreign policy address at Harvard University last week, have exposed deep rifts between the United States and its regional allies over who is to blame for the rise of the Islamic State and how to go about confronting it, underscoring the fragility of the coalition formed to fight the extremist group.
The White House said Biden telephoned Prince Mohammed bin Zayed, the crown prince of Abu Dhabi and the most prominent Emirate leader, to say that the vice president did not intend to imply that the UAE supported terrorists.

(CNN) -- U.S. Vice President Joe Biden has apologized to Turkey for comments he made last week that Middle Eastern allies are partly to blame for the strengthening of ISIS.
The United Arab Emirates have also asked Biden for a "clarification" of his remarks.
The problem appears to have originated during an appearance last week at the John F. Kennedy School of Government at Harvard University when Biden spoke about Turkey, the UAE, other Middle Eastern allies, and the threat posed by the so-called Islamic State terror group, also known as ISIS or ISIL.
Biden told attendees that the militant Islamist group had been inadvertently strengthened by actions allies took to help opposition groups fighting against Syrian President Bashar al-Assad.

U.S. Vice President Biden: The Post-World War II Order Is 'Literally Fraying At The Seams'
Biden: International Order 'Literally Fraying At The Seams' -- Weekly Standard
Speaking at the John F. Kennedy Forum at Harvard Kennedy School in Boston, Massachusetts last night, Vice President Joe Bidengave an extensive rundown of foreign policy challenges and crises that the world and the Obama administration are facing today. Although the vice president expressed confidence in President Obama's policies and leadership, he painted a rather bleak picture of the modern world, quoting as he often does Irish poet William Butler Yeats:
Folks, “all’s changed, changed utterly. A terrible beauty has been born.” Those are the words written by an Irish poet William Butler Yeats about the Easter Rising in 1916 in Ireland. They were meant to describe the status of the circumstance in Ireland at that time. But I would argue that in recent years, they better describe the world as we see it today because all has changed. The world has changed.

Biden Blames US Allies In Middle East For Rise Of ISIS -- RT
US Vice-President Joe Biden has accused America’s key allies in the Middle East of allowing the rise of the Islamic State (IS), saying they supported extremists with money and weapons in their eagerness to oust the Assad regime in Syria.
America’s “biggest problem” in Syria is its regional allies, Biden told students at the John F. Kennedy Jr. Forum at the Institute of Politics at Harvard University on Thursday.
“Our allies in the region were our largest problem in Syria,” he said, explaining that Turkey, Saudi Arabia and the UAE were “so determined to take down Assad,” that in a sense they started a “proxy Sunni-Shia war” by pouring “hundreds of millions of dollars and tens of thousands of tons of weapons” towards anyone who would fight against Assad.

Biden's Warning To ISIS Militants: 'We Will Follow Them To The Gates Of Hell' -- CNN
(CNN) -- Vice President Joe Biden on Wednesday issued a sharp warning to ISIS militants, saying after the United States is done grieving the death of two American journalists, their killers will have to answer for their actions.
"They should know we will follow them to the gates of hell until they are brought to justice," he forcefully told an audience at an event on the New Hampshire-Maine border. "Because hell is where they will reside. Hell is where they will reside."
Biden opened his remarks in memory of Steven Sotloff, the journalist who was beheaded by ISIS militants Tuesday, two weeks after James Foley was executed in the same horrific manner on video. Foley was from New Hampshire, while Sotloff lived there for boarding school.

Was Vice President Biden Right About Iraq?

Joe Biden Was Right About Dividing Iraq -- James Kitfield , Defense One
In his new book Duty: Memoir of a Secretary at War, Robert Gates memorably impugns Joe Biden’s judgment as “wrong on nearly every major foreign policy and national security issue over the past four decades.” Central to his argument is Biden’s opposition to the “troop surge” that President Bush and then-Defense Secretary Gates launched in 2007 to bolster a shaky government in Baghdad and save Iraq from a sectarian civil war.
Biden, then a senator, championed a more federal system explicitly allowed by the Iraqi constitution (at the insistence of the Kurds), devolving power from the central government in Baghdad to the provinces. Although Biden denied it at the time, his proposal would almost certainly have led to the de facto soft partition of Iraq into three autonomous regions dominated by Shiites, Sunnis, and Kurds. A similar approach in the 1990s patched together Bosnia out of the detritus of the Balkans civil war between Serbs, Croats, and Muslims. In a 2007 op-ed, Biden warned, “If the United States can’t put this federalism idea on track, we will have no chance for a political settlement in Iraq and, without that, no chance for leaving Iraq without leaving chaos behind.”
He was ahead of his time.
My Comment: James Kitfield is right on this one. When I first heard of then Senator Biden's proposal of a divided Iraq I greeted it with skepticism and doubt. With hindsight .... putting in place a federated style of government for Iraq was probably the right thing to because the present style of government and system is clearly not working.

US Vice President Biden Begins Asia Visit While Trying To Defuse Bodrder Tensions
Biden To Reassure Japan, Calm US-China Tensions Over Air Defense Zone Row During East Asia Trip -- International Business Times
Vice President Joe Biden has embarked on a visit to Japan, China and South Korea this week, at a time when tensions are running high in the region after China established an air defense identification zone, or ADIZ, on Nov. 23 over the East China Sea, covering a set of islands also claimed by Japan.
The U.S., which has expressed “deep concern” over the ADIZ, has also voiced support for its ally, Japan, in the geopolitical row, with Defense Secretary Chuck Hagel reiterating Washington’s policy that the mutual defense treaty between the U.S. and Japan applies to the East China Sea’s disputed set of islands.
“The U.S. government has made it clear that it is deeply concerned about China's establishment of the air defense identification zone, and that it will not accept China’s demands regarding operations in the zone,” Japanese Chief Cabinet Secretary Yoshihide Suga told a news conference, Reuters reported.

Vice President Biden's "Image Of A Military Commander"
Biden: ‘My Image Of The Military Commander' Was 'Slim Pickens... On The Back Of An Atom Bomb' 'Yelling Yippee-Ki-Yay' -- CNS News
Vice President Joe Biden said that when he was first elected to the U.S. Senate back in 1972, his view of U.S. military commanders was epitomized by actor Slim Pickens in the movie “Dr. Strangelove,” riding an atomic bomb like a cowboy and “yelling yippee-ki-yay!”
In a speech focusing on foreign policy, delivered at New York University on Thursday, Biden said he ran for the Senate in 1972 “because I thought the policy we had in Vietnam, I didn't argue it as immoral, but I thought it just didn't make sense, the notion of dominoes and so on and so forth."
