GOP Control Of House Could Revive The F-22 Fight -- AJC

The takeover of the U.S. House by Republicans could prompt a revival of the fight for additional funding for the Marietta-built F-22 stealth fighter, U.S. Rep. Phil Gingrey said Friday.

“This isn’t just for the sake of home-cooking, but also for the sake of the country,” Gingrey said in a telephone interview.

But Gingrey conceded that concerns over spending and the federal deficit could make the funding battle a difficult one. The planes have a price tag of $120 million each. “We would have to look at it with a very, very sharp pencil,” he said. “It would take some negotiating.”

My Comment: A part of me tells me that this program is dead .... that funding for additional aircraft will not happen. But with production/budget problems in the F-35/JSF increasing, and doubts on its reliability intensifying, there is now a sliver of hope among F-22 supporters that the production line for the F-22 may open up again.

I call the above AJC article a testing of the waters .... a story that is put out there to gather and evaluate criticism and/or support. So what is my take .... there is genuine concern that the F-35/JSF program will not succeed in delivering what has been promised .... hence .... everyone is now loooking at alternatives for the "just in case" scenario.

"As the F-35 also lacks the performance ... repeated ‘freebie’ shots from the PAK-FA could inflict high losses. Expect the exchange rate to be of the order of 4:1 in favour of the PAK-FA, possibly much higher"

"...out to 2015, the F-22A may be knocked off its perch by a newcomer, unless the US invests in new sensors, especially, and advanced technology Infra-Red Search and Track, stealth improvements and a new generation of missiles for the F-22 – assuming it even builds more than the token number of F-22s currently planned. The F-35 has already been neutralised and negated by the Su-35-1/35BM and will be substantively overmatched by the PAK-FA. The West needs to think long, hard and fast about the PAK-FA, as the current and retrograde “F-35 centric” future fighter fleet model guarantees certain defeat in future combat."

“Fights between the F-22A and the PAK-FA will be close, high, fast and lethal. The F-22A may get ‘first look’ with the APG-77, the Advanced Infra Red Search and Track (AIRST) sensor having been deleted to save money, but the PAK-FA may get ‘first look’ using its advanced infrared sensor. [...] The outcome will be difficult to predict as it will depend a lot on the combat skills of the pilots and the capabilities of the missiles for end-game kills. There is no guarantee that the F-22 will prevail every time.”

"The proposed “sixth generation fighter” is not a viable contender in this time frame. The F-35 Lightning II Joint Strike Fighter is not competitive and cannot be made to be competitive due to basic design limitations in aerodynamic and VLO shaping performance. The only aircraft built by the United States which can survive in airspace contested by the PAK-FA is the F-22 Raptor, and given the time frame of interest, it is the only design which can be adapted to defeat the PAK-FA."

“the F-35 will no longer be a usable combat aircraft for roles other than Counter Insurgency (COIN), though more cost effective and more appropriate solutions already exist for this role.”

"the only viable ... strategy [...] is to terminate the Joint Strike Fighter program immediately, redirect freed funding to further develop the F-22 Raptor, and employ variants of the F-22 aircraft as the primary fighter aircraft for all United States and Allied TACAIR needs.
If the US does not fundamentally change its planning [...], the advantage held for decades will be soon lost... "
