A 10-kiloton nuclear explosion would destroy most structures and kill everyone within the brown area (1/3 mile from the blast origin). You can't respond if you don't train. You need accurate modeling and simulation to get a clear idea of what the issues will be, what resources you will have left, and how many casualties you'll have to deal with.
It happens all of the time. We exercise every day, one level or another.
This isn't anything new, they exercise all of the DHS major threat scenarios all of the time. They even do some you wouldn't think of, like, believe it or not, a zombie apocalypse.
