If they don't know how many China kill but they believe it is a number that dwarfs all overs claiming a global drop of a 1/3 seems like blatant false news. The way they word it is still not US friendly which shows the bias of amnesty and why this organisation should be banned from most countries. If they were honest:

"US Executions down, death sentences at historic low in 2016, has very limited impact due to the high execution rates in countries such as China and Iran"
