U.S. Imposes New Russia Sanctions Over Cyberattacks

Reuters: U.S. sanctions Russians over military, intelligence hacking

WASHINGTON (Reuters) - The U.S. Treasury imposed sanctions on three Russian individuals and five companies on Monday, saying they had worked with Moscow’s military and intelligence services on ways to conduct cyber attacks against the United States and its allies.

“The United States is engaged in an ongoing effort to counter malicious actors working at the behest of the Russian Federation and its military and intelligence units to increase Russia’s offensive cyber capabilities,” Treasury Secretary Steven Mnuchin said in a statement.

“The entities designated today have directly contributed to improving Russia’s cyber and underwater capabilities through their work with the FSB and therefore jeopardize the safety and security of the United States and our allies,” Mnuchin said, using an acronym for Russia’s Federal Security Service.

The designation blocks all property of those targeted that is subject to U.S. jurisdiction and prohibits American citizens from engaging in transactions with them.

But no sanctions on China over technology theft? Ok...

The sanctions on Russia seem like a light tap compared to what has been done, mostly symbolic. There has been much talk about a "summit" between Putin and Trump. At this point, I'm not sure what they would actually discuss. The sides are to far apart. "Optics" require symbolic sanctions at this time, unfortunately.

I'm sure details on the summit are being worked out and will be finalised after the mid terms when POTUS has more flexibility. Then hopefully we can end Cold War 2 or at the very least bring down tensions.

In contrast, regarding China we are in intense and very difficult negotiations with North Korea. These negotiations MUST bear positive fruit for America. For this to happen, we will need Chinese assistance. Furthermore we are still heavily dependent on "made in China." Work is underway to address this but we aren't there yet. For these reasons and others, a public display of sanctions against China is likely a bad idea right now.

After the NK issue is resolved I suspect more intense diplomacy will be undertaken regarding China. If we can't resolve the NK issue, other options will need to be considered. For now a public display of sanctions against China would seem to be a bad idea. I suspect POTUS and his team are undertaking efforts in private to address such things.

you either have sanctions or you do not...not in private talks

Agreed, that sanctions cannot be imposed in private talks. Correct, you have them or you don't. You Can, however, address concerns in private talks as well as spell out possible consequences of certain actions.

As of this writing we don't know what China actually stole. So far we've seen the media's and the editor's speculation. Maybe it was big. Maybe it was minor or nothing at all.

Sanctions are an act of war. We would want more information before deciding whether or not to support them against anyone. Besides, as I've already pointed out, we are in delicate, difficult, and intense negotiations with North Korea right now. We MUST have concrete results here. For this to happen, we are going to need Chinese assistance. As such, sanctions against China or any type type of public rebuke against them would seem a terrible idea right now.

Sanctions are an act of war with Russia and with North Korea and with Iran? I missed that on the tv

TV doesn't tell you much. Sanctions are economic warfare. As such, they are an act of war. To implement them against a country or its officials really should require a Congressional declaration of war against the targeted country.

With that said the current new "sanctions" against Russia look like a mild tap strictly for show. As such, I'm not particularly worried about them but at some point there will need to be a path to the lifting of such sanctions. This'll probably come after the mid terms.

The editor has numerous posts describing the toxic environment toward Russia in DC. As such, Putin and Trump know what this about. After the mid terms I think we can look forward to something better.
