After years of underplaying soft threats like disease and climate change, national-security establishment faces calls for a new approach
WASHINGTON—U.S. intelligence agencies have long failed to make detecting global pandemics a priority, current and former U.S. officials say, posing a challenge for the incoming Biden administration, which has pledged to step up the government’s ability to prepare for biological dangers.
In the wake of a global pandemic that has killed more than 250,000 Americans, there is growing support among President-elect Joe Biden’s advisers for broadening the definition of national security within spy and defense agencies and upgrading their ability to detect, analyze and respond to pandemics.
“We are looking at whether our intelligence resources are appropriately focused on something that’s very important,” said a senior foreign-policy adviser to Mr. Biden.
Congress, which is likely to hold hearings next year on the U.S. response to the pandemic, is also taking a closer look at the intelligence agencies’ role.
A House Intelligence Committee report in September found that U.S. spy agencies pay insufficient attention to so-called soft national-security threats, such as infectious diseases and climate change. It recommended a review of the $85 billion intelligence budget and said the Central Intelligence Agency and other spy agencies should increase support to U.S. public-health agencies.
On paper, the intelligence community has acknowledged that infectious diseases present a significant threat. A report in 2000 by the National Intelligence Council said that new and re-emerging diseases could endanger U.S. forces deployed overseas and pose a risk for the American population.

My domicile is only comfortable from Memorial day until Labor Day. It never fails. I have yet to see it be comfortable for say early May to late September. So excuse me, if I fail to see any noticeable climate change since 1988 or 32 years ago (1 generation)
Smart houses are a threat to Democrats. Sure five or ten years ago rabid Democrats on the warpath wanted the ability to set the thermostats on people homes remotely. You should be able to survey 5 or 20 farmers to ask them about what they are seeing. Farmers are much smarter than English majors. Their margins are thin. They have to make a lot of calculations. ask them about any shifts they have seen in growing season or planting season.
Besides why should the CIA be given any additional responsibility? They cannot manage what they have, It is not like they are running spies in China. If the CIA has no humnint capability abroad, why not disband them and rely on the NSA?
Besides the /CDC is already in the pandemic detection business. Review their practices. Maybe they screwed up. Maybe they need more people.
By screwing up their people in China knew something was afoot, but they got stiff armed. at that point they should have been knocking on the door of the State department and if that didn't work it should have been kicked up to the president so he could read Xi the riot act.
In an organization if you get stiff armed by people in another organization, you are suppose to kick up the problem up to your boss to resolve (and so on).
Maybe OBiden can make the CIA into a Muslim outreach program like Obama the magnificent did to NASA.
Before OBiden starts down the CIA climate change road, maybe he should visit OBama at his seaside/sea level mansion in Marthas Vinyard or Oahu.

Also, the CIA is a holy of holies, so it is usually a good bet that you will show up, when a holy is critiqued. You cannot refute such critique with reasoned argument, so you usually resort to name calling.
