Russian President Vladimir Putin today announced he would ponder a slew of options if the West fails to meet his push for security guarantees preventing NATO's expansion to Ukraine.
Earlier this month, Moscow submitted draft security documents demanding that NATO deny membership to Ukraine and other former Soviet countries and roll back its military deployments in Central and Eastern Europe.

This tells me that Putin senses real weakness in the West and is acting accordingly while he can. Biden's current condition and his families proclivities for conducting blackmailable offenses makes it all too easy for Putin to get his way.
To be honest, some of this crying from Putin about Russia's security seems to be fearful by its nature.
Sure the Biden family is blackmailable. But there are a lot of problems. You have to communicate with him. How can you do that? Biden has handlers. They are dirty too, but they themselves are not blackmailable. They are not going to communicate blackmail threats to Biden. Really the only people able to communicate a blackmail threat to Joe Biden is Hunter, James Biden, or maybe Jill. If you communicate to the handlers, they may at some point simple tell the blackmailers to do their worst and then clean up the political damage at home or try to.
Putin and Xi could rely on that, since Joe is a cutout and and does not govern anything, the oligarchy behind him may not have efficient decision making and communication. Their decision making might be hours or maybe a day or two. That is scary.

Russia is at fault here.
