Because the call came from the top down and if they scapegoated several to a dozen people the blow back would be tremendous from people unwilling to see their lives ruined for what the higher ups commanded.

Military members can be ordered to silence as they are railroaded. Their spouses and relatives cannot. At least until the military becomes corrupted by federal law enforcement and learns a few new tricks.

The short speech clip does not use the word urge. The word urge is a very poor choice of words by the press. Usually you should not use the word urge with a dedicated bully.
The word urge can work, but a person must consider 50% of the time or more going the riot act route.
