U.S. Considering Providing Ukraine With 'Actionable Intelligence' If Russia Invades

World News Era/New York Times: U.S. Considers Warning Ukraine of a Russian Invasion in Real-Time 

“The number one thing we can do is real time actionable intelligence that says, ‘The Russians are coming over the berm,’” said Evelyn Farkas, who served as deputy assistant secretary of defense for Russia, Ukraine and Eurasia in the Obama administration. “We tell them, and they use that to target the Russians.” 

She said that “we’ve been nervous about that in the past.” 

One potential problem with providing actionable intelligence, American officials acknowledge, is that it could lead Ukraine to strike first — the sort of scenario Western officials believe that Mr. Putin has been trying to sell to the Russian public.

Russia has attacked Ukraine and seized its territory. If a free and whole Ukraine is in the interests of the USA, it must provide lethal aid to them. Even better is to warn off further Russian aggressions.

Russia needs to know it will face a Ukrainian military with American command, control and surveillance gear and the lethal systems to hit all targets. Or Russia can behave and stay out of Ukraine. Russia needs to know America acts independently of NATO so no need to sick their pet, Germany, against NATO consensus.

what lethal systems? Russia has a massive superiority in all "lethal systems" in the region. A Ukrainian first strike would also be their last effective military operation.
