Reuters: Russian Forces at 70% of Level Needed for Full Ukraine Invasion - U.S. Officials
WASHINGTON (Reuters) - Russia has in place about 70% of the combat power it believes it would need for a full-scale invasion of Ukraine and is sending more battalion tactical groups to the border with its neighbor, two U.S. officials said on Saturday.
In the last two weeks, the number of battalion tactical groups (BTG) in the border region has risen to 83 from 60 as of Friday and 14 more are in transit, the officials told Reuters on condition of anonymity due to the sensitivity of the information.
As to the timing of an invasion, the ground is expected to reach peak freeze around Feb. 15, the officials said, allowing for off-road mechanized transit by Russian military units.
Such conditions would continue until the end of March.

70% from what?, no one knows what russia end game is or what and how they are willing to obtain it. So while it might have basis in some real calculations it is a questimate at best

It is called an arms race or force ramp up. The British did not want to confront the Germans in 1938/1939. They thought they did not have enough equipment. So they ramped up. Thes caused the Germans having to ramp up their force strength.
The US has been sending javelin antitank missiles and other equipment. That affect the attrition the Russian may take upon engaging in combat. So to ensure victory they have to allocate more forces because the Ukraine and others are allocating more forces and equipment to Ukraine.
It is not unlike a market leader have 55% market share and to go higher comes out with better products and services to get to 65%, but over the course of a year see their share sink to 45%. Why? Because their competitors are also upping their game.
