Kiev has no control over the 3000 Azov fighters stuck in Mariupal. That's why Zelensky will very publicly say that he wants negotiations for peace but cannot start with Mariupal. Those guys are on their own now, and they're not interested in taking surrender orders from a handful of politicians and actors who didn't even participate in Maidan in 2014 to begin with.
