I do not thing she is old enough to have dementia. There are a few cases of people in her age range having dementia, but it is unlikely. Both of her parents are university professors, so I don't think she is a congenital idiot.
I believe her problem is atrophy. She is a triple whammy and does not have to use her brain for much. She literally has been infantilized by the party. Infantilization is a real thing. It is why Warren Buffet told his kids not to expect a big inheritance. He was afraid it would make his kids lazy. One of his kids took up farming in the Midwest and is doing fairly well.

In speech class we were told to repeat things 3 times. Tell them what you are going to say; say it, and sum up what you told them.
Trump repeats and he is hyperbolic. He is also brutalist in his approach. He does not resort to diplomatic niceties. He calls a spade a spade. For instance, when he called out Merkel. Germany's leadership class got called out on its shirking of its NATO responsibilities. Trump was right. German defense spending went up.
