It would be worth noting that Russia and Serbia see each other as kindred spirits. They are both Orthodox Christian. Russia regards Serbia as being in its sphere of influence.

Sometimes Diplomates make a big deal of spheres of influence and sometimes they do not.

Russia has seen its "sphere" trampled-on in Serbia, Iraq, Libya, Syria ... I don't give a rat's ass about Russians ally Iraq. If Iraq had kept Kuwait then afterwards Russia would forever had seen Kuwait as in its sphere.

Russia has a point in Libya, The Bush Administration had an agreement with Libya, Obama broke it; Russia lost an ally.

You can cry R2P all you want. Why act on R2P in Libya but not Syria? It would not be due to international law. It would have to be because of correlation of forces. The precious R2Pers did not want to get hurt.
