WNU Editor: The Russian military has a huge arsenal of small tactical/low radioactive nuclear weapons. I could also add small EMP weapons with a nuclear component. The temptation to use them against a Ukraine base or command center in the event that the Kremlin's military objectives are stalled or being pushed back on the ground will be overwhelming for Putin to authorize.
Bottom line.
The risk is very low, but it is not zero.
