The resolution was supported by 94 of the assembly's 193 members, according to the Vice President of the U.N. General Assembly, Brian Wallace. It said Russia, which invaded its neighbor in February, "must bear the legal consequences of all of its internationally wrongful acts, including making reparation for the injury, including any damage, caused by such acts."

The resolution recommends that member states, in cooperation with Ukraine, create an international register to record evidence and claims against Russia.

General Assembly resolutions are not binding, but they carry political weight.

It was supported by 48.7% of the members.

* Figure that the aggressors North Korea, China, Russia and Iran will not support it.

* Figure that Armenia and Azerbaijan might not support it, because they need Russia's help or acquiescence. they are in the near abroad.

* The five (5) stans won't support it, because they host Russian troops for security reasons to protect them form illegal border crossing or from other stans.

* Mongolia sandwiched between China and Russia is not going to say "Boo".

* Syria, Venezuela, Cuba and Nicaragua are former or current client states.

* Angola is run by the communist party.

* Saudi Arabia is subject to a hostile America. Its leader has been attacked. It sees a weak America. People expect Saudi Arabia to back the USA of Russia after all that? Secretary Blinky might.

* The Solomon Islands gets money from China. You know how they will vote.

We could list all the countries and give reasons. But let is do one better.

Do the fuck heads at Foggy Bottoms (State Department ) have what the political parties in congress have. Do they have whips (majority and minority). Do they have someone who actually counts s votes. do they have someone smart enough to talk up diplomats and figure where their country stands before calling a vote?

You might call a vote anyway, when not having a vote. It sets down markers. Or you can see where countries stand after you 'whip' went out and the queried dissembled and was impossibly vague for 15 minutes or several days. The you can work on them by discussing the matter somehow.

No doubt some countries are afraid of aggression that they see. But that is it they are afraid so they vote neutral. It helps, if when you want a vote, you country is CONSISTENTLY FUCKING STRONG and DOES NOT USE the MILTARY as a COOKIE JAR!
