Business Insider: British spy chief says Russia is about to 'run out of steam' in Ukraine, opening the door for Ukrainian forces to 'strike back' 

* The UK's spy chief said Russia is likely to "run out of steam" in Ukraine soon. 

* He said this will give Ukraine an opportunity to strike back against invading forces. 

* Other military and Russia experts have offered similar assessments as the conflict morphs into a war of attrition. 

The Russian military offensive in Ukraine will likely lose momentum in the near future, offering Ukrainian forces an opportunity to "strike back," Richard Moore, chief of Britain's Secret Intelligence Service (MI6), said on Thursday at the Aspen Security Forum in Colorado. 

"I think they're about to run out of steam," Moore said of the Russians. "They will have to pause in some way, and that will give the Ukrainians opportunities to strike back." 

Moore said that it's important for Ukrainian morale that they "demonstrate their ability to strike back."

Reuters: Iran doesn't want a nuclear deal, British spy chief says 

ASPEN, Colorado (Reuters) -Britain's spy chief said on Thursday he was skeptical that Iran's Supreme Leader Ayatollah Ali Khamenei actually wants to revive a nuclear deal with world powers but said Tehran won't try to halt talks either. 

Richard Moore, chief of the Secret Intelligence Service (SIS) known as MI6, said he still believed that reviving the 2015 Joint Comprehensive Plan of Action (JCPOA) agreement was the best way to constrain Iran's nuclear program. Under the deal, Iran had limited its nuclear program in return for relief from economic sanctions.

Richard Moore says the pace of technological advance, from artificial intelligence to quantum computing, means the agencies can no longer simply devise their own solutions to meet the challenges. 

In a rare public address, he will acknowledge this has meant a 'sea change' in the culture of his organization which has traditionally prioritized secrecy above all else.

The Hill: UK spy chief lists China, Russia, Iran as top threats 

The United Kingdom’s spy chief on Tuesday said China, Russia and Iran are three of the biggest threats to Britain. 

Richard Moore, the chief of the U.K. Secret Intelligence Service, also known as MI6, said China, Russia, Iran and international terrorism represent the “big four” security issues British spies are currently facing, according to The Associated Press. 

He said China, an “authoritarian state with different values than ours,” dispatches “large-scale espionage operations” against the U.K. and its allies while also making efforts to “distort public discourse and political decisionmaking,” according to the AP. 

Moore also said China sells technology overseas that allows for a “web of authoritarian control” globally.

MI6 and MI5 expect Beijing to be more assertive and want government to consider tighter control of strategic industries

Britain’s intelligence community believes the UK needs to reassess its relationship with China after the coronavirus crisis subsides and consider if tighter controls are needed over high-tech and other strategic industries.

They reckon China will become more assertive in defending its one-party model as having successfully tackled the pandemic and that Boris Johnson and other ministers will have to take a “realistic view” and consider how the UK responds.

Issues being aired are whether the UK wants to restrict takeovers of key companies in high-tech areas such as digital communications and artificial intelligence, and whether it should reduce Chinese students’ access to research at universities and elsewhere.

First though, some background to the issue.

British government policy holds implicitly that agents or informants operating for the state’s security service, MI5, are permitted to commit crimes without fear of prosecution if those crimes are committed in the line of duty to protect national security.

A top construction firm was sacked from its refurbishment of the MI6 headquarters after a major security breach, it was reported last night.

Balfour Beatty was axed from the project after more than 100 blueprints outlining layouts and alarm systems went missing from the home of the Secret Intelligence Service.

The building, at Vauxhall Cross in south London, is famed for its appearance in several James Bond films.

Access to the sensitive papers was limited to supervisors and there were approximately 40 staff sub-contracted to the project, The Sun reported.

So serious was the security lapse that when the alarm was raised staff workers were not allowed to leave.

AFP: US declining role the biggest threat to global security, says ex-spy chief

Jerusalem (AFP) - A former head of Britain's foreign intelligence agency told an Israeli security conference Wednesday that the United States' declining world role under President Donald Trump is today's greatest menace.

"The biggest threat the world faces is how we all adjust to the progressive withdrawal of responsible American leadership and the network of alliances that America maintained with Europe, with Asian countries and the pattern of alliances and partnerships they had across this region," John Sawers said.

"It's going to have a major disruptive effect and no one is yet adjusting to it," he added.

"It is now having a major impact in the security world, and I think it's how we adjust to that -- the behaviours of other countries trying to take advantage of it -- which poses the biggest threat in the world."

On Monday afternoon, Richard Dearlove, the former director of the Secret Intelligence Service (SIS, or MI6) gave a public speech to the Royal United Services Institute (RUSI) in London.

After leaving his post under the cloud of Iraq, Dearlove became master of Pembroke College, Cambridge. Last summer, he briefly hit the headlines when when he threated to publicise his account of the run-up to the invasion “depending on what Chilcot publishes” – a reference to the Chilcot Inquiry into the war, which was due three years ago and may now only be released in the next parliament.

Dearlove’s short speech on Monday is now likely to put him straight back into the headlines, as well as to irritate his former colleagues in the intelligence services and the Government itself.

My Comment: Not much to argue with what Ricahrd Dearlove is saying. The Sunni - Shiite war has definitely resulted in having the radicals for both religions focused on fighting each other .... and not the West. And Saudi Arabia has always turned a blind eye to Saudi radical groups and their support for Jihad with the understanding that they do not focus their attention on the Kingdom. but the problem is .... how long is this going to last before they do focus their attention on us?

Sawers, the first outsider to be appointed to the role in decades, has been in post since 2009

Sir John Sawers, the head of Britain's overseas intelligence agency MI6, is to stand down in November.

His departure comes after a turbulent year in which the three British intelligence services have been thrown into disarray by Edward Snowden's revelations about surveillance.

Of the three intelligence heads who gave evidence to the parliamentary intelligence committee in November which was dominated by the Snowden controversy, only one will be left – Andrew Parker, the director general of the domestic spy agency MI5.

The Secret Intelligence Service says it wants ‘empathetic’ recruits who are ‘able to get on with diverse groups of people’.

In its advert, reproduced above, MI6 proudly displays its equality credentials by carrying a Stonewall gay rights logo. Anyone interested in ‘guns and fast cars’ need not apply.

The details are included in an advert for intelligence officer posts, published yesterday in the Economist newspaper.

The officers collect, analyse and report secret intelligence material from around the world.

(Reuters) - Iranian intelligence authorities have arrested a man on charges of spying for Britain's MI6, the semi-official Fars news agency reported on Saturday.

The head of the Kerman region's revolutionary court, Dadkhoda Salari, told the agency the suspect made contact with British agents 11 times in recent months, inside and outside the country.

According to Salari, the suspect has admitted his guilt and he is currently on trial.

A spokeswoman for the Foreign Office in London said: "We don't comment on intelligence matters."

The lives of British agents may have been put at risk by a Guardian journalist’s possession of top-secret documents stolen from the US government, a senior Cabinet adviser has warned.

Documents seized from the reporter’s boyfriend, David Miranda, were so sensitive that agents have since had to be moved to protect their lives.

Oliver Robbins, deputy national security adviser at the Cabinet Office, went on the record to warn that ‘lives may be put at risk’ if the documents fall in to the wrong hands.

A week after we learned that the CIA delivered bags full of cash to Afghan President Hamid Karzai in exchange for his cooperation, the United Kingdom's MI6 admitted to doing the same thing this weekend. While the British spies say they forked over just a fraction of what their American counterparts did, the new information proves that this quasi-bribery scheme was hardly an isolated incident. In fact, it sounds like it was a big part of the allies' operation in Afghanistan. This so-called "ghost money" was evidently a big part of Karzai's peacekeeping strategy, however. The leader called the CIA and MI6 contributions an "easy source of petty cash" for dealing with the Taliban.
