The RAND Corporation and its spawn have been "exploring" ways to fight a nuclear war since the 1950's. SO the Russian perception is an accurate one.

The nuclear deterrent is not only to stop another country from using their nukes. It is also to stop them if they start winning a conventional war and change the overall balance.
Get people afraid to wage nuclear war, then the deterrent is gone.
