McCain, Obama Say Financial Crisis Threatens U.S.

Presidential candidates John McCain and Barack Obama both acknowledged that the U.S.'s widening financial crisis threatened to curtail Washington's ability to project power, even as Russia, Iran and other countries are increasingly challenging the global order.

At the second presidential debate Tuesday night, the two also outlined the foreign policy "doctrines" that seek to spread democracy and prevent genocide while recognizing there are limits to U.S. power.

"We must do whatever we can to prevent genocide, whatever we can to prevent these terrible calamities that we have said 'never again,'" Sen. McCain said. "But it also has to be tempered with our ability to beneficially affect the situation."
