Zimbabwe's power sharing deal and the hopes of millions of suffering people effectively lay in tatters today after Robert Mugabe unilaterally allocated ministries in the new government.

Riding roughshod over the principle of joint authority, the octogenarian leader made clear he had no intention of giving up meaningful power in the country he has ruled for 28 years, and led to ruin.

Under the agreement , signed last month, ministries are supposed to be allocated between the parties by Mr Mugabe and Morgan Tsvangerai, the Movement for Democratic Change leader, acting jointly.

But with the negotiations deadlocked, Mr Mugabe declared that he had performed the necessary consultation and announced that all key ministries, including defence, justice and home affairs, would go to his Zanu-PF party.

He left open finance - a vital appointment as billions of pounds in foreign reconstruction aid are available if genuine reform takes place - but provisionally allocated it to one of his own suporters.
