Third Round of START Talks Begin

U.S. and Russian diplomats this week launched a third round of talks aimed at negotiating a replacement for the Strategic Arms Reduction Treaty, Agence France-Presse reported (see GSN, June 22).

"The negotiations restarted at 11 a.m. today at the Russian mission" in Geneva, said one Russian diplomatic source.

U.S. and Russian delegates also spoke yesterday, according to U.S. and Russian diplomatic officials. Negotiations were expected to last two days.

My Comment: The intentions on both sides appear to be reasonable .... but this is still a long way from finalizing a treaty.
