From The Wall Street Journal:WASHINGTON -- U.S. and Russian arms-control negotiators arrived in Geneva on Monday to accelerate negotiations on the first major nuclear-arms reduction treaty in at least a decade, pressing for a framework agreement ahead of a Moscow summit next month.
The Obama administration is moving its arms-control agenda forward on multiple fronts, hoping to further isolate North Korea and Iran, a senior administration official said this weekend.
Last week, the White House scored a breakthrough on a long-stalled international treaty banning all production of fissile materials for nuclear weapons world-wide.

My Comment: the problem with these talks is the issue of verification. It is still too early to judge on what is happening .... but the issue of verification has always been the sore point in these discussions .... and this point has yet to be discussed between the two sides.
