UN Warns Of Possible War Crimes In Somalia

GENEVA (AP) — The U.N. human rights chief says Somalia's insurgents and government troops are committing torture and other atrocities that might be war crimes.

Navi Pillay says the insurgents are using civilians as human shields and have set up tribunals ordering people to be stoned or decapitated.

Pillay says both sides are firing mortars indiscriminately into populated areas, without respect for civilians.

She said Friday that human rights violations are grave and "possibly" amount to war crimes.

Her spokesman Rupert Colville said Somalis fleeing the capital are reporting abuses by both sides.

The U.N. says 204,000 Somalis have fled Mogadishu since May.
