Assessing Counter-Terror Since 9/11

My Comment: I have only one criticism of this essay. Counter terrorism has been effective since 9/11 because our intelligence agencies always felt confident that they had the support of the White House in their actions.

I cannot say the same thing today. Justice Department investigations and Congressional hunger for blood must have a detrimental effect on the morale of Agency staff and supervisors.

How much of an impact this will have on counter terrorism operations will need to be analyzed. Unfortunately, those who can do this analysis are not .... and those who are doing the analysis, are not qualified.
