The Pentagon's top policy chief says the Obama administration's new missile defense plan for Europe is a "dramatic improvement" over the strategy planned by former U.S. President George W. Bush.
The defense department's leader on policy, Michelle Flournoy, defended the revamped missile plan during a hearing before the Senate Armed Services Committee in Washington Thursday.
