U.S., Russia Close To New Arms Deal, Officer Says -- Toronto Star/AP
MOSCOW-Russia’s top military officer said Wednesday that Moscow and Washington are likely to sign a new nuclear arms control deal soon, although U.S. plans to place missiles in Europe remain a key obstacle.
“The deal will be ready soon, and it will not infringe Russia’s interests,” Gen. Nikolai Makarov, the chief of the General Staff of the Russian armed forces, said in televised remarks.
