US Middle East Peace Mission Hits Snag Before Plane Lands -- Times Online

A new Middle East peace mission hit a snag today even before US Vice President Joe Biden’s plane had landed in Tel Aviv, when Israel announced the construction of more than 100 new apartments in a West Bank settlement.

The announcement of the 112 new housing units in Beitar Illit angered Palestinians, who have demanded a total freeze to settlement growth and who only reluctantly agreed to US-brokered indirect talks with Israel the day before.
