Paraguayans girded for escalated conflict between security forces and a shadowy leftist guerrilla group following Congress's vote to declare a state of emergency and suspend some constitutional rights in five northern provinces hounded by the insurgents.
The Senate's final approval Saturday of the get-tough tactics followed the killings of four people on a ranch Wednesday, evidently by the self-styled Paraguayan People's Army, a Marxist group that has become increasingly visible in the past two years. The small insurgent organization, known by its Spanish initials EPP, has been linked to kidnappings, an attack on a rural army outpost and a bombing attempt, among other incidents.
