My Comment: One should not be surprised. I am even sure that buried in the Pentagon there are plans today to use nuclear weapons against North Korea .... especially since North Korea has already warned that they are prepared to use their nuclear stockpile against both South Korean and U.S. forces in the region.
But the bottom line is the following .... the U.S. will only use nuclear weapons in the extreme of all emergencies. President Nixon may have entertained the idea for a while, but when push came to shove he decided .... just like every other President before and after him .... that after Hiroshima and Nagasaki the idea of unilaterally using nuclear weapons would only be a prescription for political disaster at home and abroad.
