In corruption-plagued Afghanistan, money is one of the most potent weapons that U.S. troops have. Unfortunately, for nearly nine years and approximately $450 billion, the U.S. hasn’t shot straight, funding warlords and even, inadvertently, insurgents — all the while making the Taliban look clean by comparison.
