North Korea 'Planning New Nuclear Test' -- The Telegraph
North Korea may be planning a new nuclear test as Kim Jong Il prepares to hand over power to his youngest son.
Images gathered from US satellites indicate that work is under way at the same site where Pyongyang carried out its first two atomic tests, in 2006 and 2009.
The Chosun Ilbo newspaper reported that surveillance has detected activity at the site in the northeastern province of North Hamgyong, including work to restore tunnels that were destroyed in the first two test blasts.

My Comment: Kim Jong-Il's son will need to show that he is slowly assuming control of the country from his father .... a nuclear test will be a symbol of this authority and leadership. Because of that .... and only that .... a nuclear test is one of the options that is probably on the table right now. Hence the activity at the nuclear site.
