The U.S. has offered Israel $3billion of military hardware including 20 Stealth fighters if it agrees to a 90-day halt on settlement building in the West Bank.

Washington's proposal could be the last chance for the Obama administration to force a breakthrough in peace talks between Israel and the Palestinians, which stalled over the issue of settlement building.
