ISLAMABAD - U.S. and Pakistani officials appear to have sealed a wide-ranging counterterrorism agreement, including clauses aimed at the Haqqani network and its safe havens in North Waziristan.

But much remains unclear about the specifics.

Moreover, attempts to describe an atmosphere of progess were dealt a blow when the Pentagon's top military and civilian leaders said Pakistan's military-intelligence agency was aiding a militant group. In Sept. 22 testimony to Congress, Adm. Mike Mullen, chairman of the U.S. Joint Chiefs of Staff, and defense secretary Leon Panetta said. Mullen called the ISI a "virtual arm" of the Haqqani network.

My Comment: After a few days of heavy U.S. criticism of Pakistani support for extremist groups, this news is a surprise. Still .... call me skeptical .... but we have been down this path before. Anyway .... the devil is in the details .... and that is something that has yet to be released by both parties.
