Karzai Pushes Partnership With U.S. As Afghan Elders Convene -- New York Times
KABUL, Afghanistan — For the first time in public, President Hamid Karzai of Afghanistan laid out his vision of his country’s future relationship with the United States on Wednesday, sounding themes that blended nationalism with eagerness to forge lasting alliances with the West.
In an hourlong speech to a grand council of Afghan elders, officials and dignitaries, known as a loya jirga, President Karzai explicitly endorsed a strategic partnership with the United States, which is now being negotiated between the two countries, but said he would insist on certain conditions in exchange for an American presence on military bases here after a deadline in 2014 for an American withdrawal.
