WASHINGTON — President Obama and Prime Minister Nuri Kamal al-Maliki of Iraq met at the White House on Monday, as the two governments engaged in a landmark shift in a relationship that was born in war.
In a few weeks, the American military force that invaded almost nine years ago and still numbered 170,000 in 2007 will have shriveled to a vestigial presence, and the partnership between Washington and the government it nurtured in Baghdad will take on an unfamiliar — but more normal — diplomatic relationship.
