What's so surprising?

The Taliban were an obstacle on the way to capturing UBL, and had lost significance as such a decade ago.

They posed no threat to Americans beyond the borders of Afghanistan and Pakistan and did not count as foes of the U.S. prior to 9/11.

Sure, they killed American troops, agents and civilians in the Afghan Civil War warzone and very few in Pakistan.
They were attacked by the U.S. and driven from power, after all. Who would expect an organisation not to retaliate and stay involved in persistent violent opposition? It's rather the normal reaction than anything offensive.
