Politicians sometimes like to tell themselves, as their countries count the cost in wasted blood and treasure, that some wars happen "by accident". That was how former British Prime Minister David Lloyd George explained the epic slaughter of the First World War, for example, writing that governments that had hoped to avoid war had found themselves "backing over the precipice".
If President Barack Obama finds himself at war with Iran before he seeks re-election in November, he may be tempted to reach for Lloyd George's excuse. But historians are unimpressed by the attempt to absolve Europe's leaders in 1914 of responsibility for a war that saw 35 million casualties.
